As part of the Livable Centers small-area planning program at DRCOG, Max is leading scoping and procurement to solicit proposals and select a consultant to analyze Thornton's and Northglenn's existing RTD N-line station area master plans (STAMPs), identify barriers to their implementation and explore new opportunities to develop and implement an updated vision for each station area. Given the low level of development along the commuter rail line, the project will include a comprehensive review and evaluation of the existing STAMPs to assess their current conditions, continued relevance, and alignment with community goals and the Northglenn and Thornton Councils’ strategic plans.
Max is helping to serve the City of Thornton by:
- Helping to define scoping and draft a request for proposals (RFP), leading procurement and contracting, and managing contract administration and execution.
Once procurement is complete, Max will continue to support Thornton by:
- Leading project management, ensuring project activities, deliverables and outcomes align with the contract scope of work.
- Providing technical urban planning expertise and guidance.
The project will produce:
- Existing conditions, market and economic conditions, and development feasibility analyses.
- An updated community vision/perspective for each station area.
- Recommended land use, housing and transportation strategies to improve community mobility, accessibility and livability, and increase the supply of affordable housing options around each station area.
- Updated STAMPs with all additions and revisions complete.
- Materials for City Council presentation and ongoing progress reporting.
